POVERTY ALLEVIATION. WHAT ISLAM SUGGESTS?

Poverty is regarded as a major challenge which is faced by the world in present. Even though large number of countries face this challenge, they fail to impliment appropriate and suitable measures to check the increasing rate of poverty. According to official statistics, a large number of people across world die due to poverty. In India, the government has took many initiatives to get out of this poverty. They have succeeded up to an extent, still many of the areas are facing its calamities. Public Distribution Systems were a part of poverty eradication programe in India.
Here, the Islam suggests few ways to check the increase of poverty. Islamic laws and regulation touch almost every integral part of human life. It goes through the worship matters, transaction matters, matrimonial matters and judiciary matters. The plain truth men is a social animals is not countered by any of the intelligent till today. As a social animal he have to take care of his neighbours also. Islam teaches and instructs a very good chapter towards the cooperation and love.

A MUSLIMS DUTY TO NEIGHBOURS

There is an incident from prophet Muhammed PBUH saying that Angel Gibrel advised me continuously to take care of neighbours till i thought that Allah is to make him an inheritor. A typical muslim as like considering their parents and relatives, will consider their neighbours too and fulfil their needs and plights.

Allah almighty says in Quran: Serve god, and join not any partners, with him and do good-to parents, kinsfolk, orphans, those in need, neighbors who are near, neighbour who is a stranger, and the companion by your side, the way farer, and what your right hand possess:for god loveth not the arrogant the vainglorious(4/36). Its important to understand the rights and duties to neighbours to fight poverty and strengthen the bond between. The duties towards a neighbour is endless say give him relief if he seeks and help him if he needs. Take care of him if he is sick and congratulate him for his good fortune and many more.

Apart from all those mentioned above its compulsory and important to know they are hungry or not. If they did had food for a time his neighbour must me responsible. The inner meanings of prophets quote above points towards strong care on neighbours. The hadith in sahih bukhari says He is not a believer who eats his fill whilst his neighbour beside him goes hungry. Prophet dint mentioned here whether he be a muslim or non muslim. He constantly emphasised the importance of giving food to neighbours, be they muslims or non muslims. Several compensation remedies said in the jurisprudence is to feed hungry if he cannot perform a special duty or worship which islam ask him to do so. Moreover when prophet counted the rights of muslim on another is to feed the hungry.

ALMS GIVING IN ISLAM

Zakath, in arabic is a form of alms giving and is a tax in religion of Islam. In most places in quran it is followed by obligatory prayers , which shows its importance. Zakath will be obligatory after meeting necessary criteria of wealth if he saves required mount of wealth. Its a type charity but its obligatory. Islam directs us to pay these collected amount to specific heirs. Its is given voluntarily by the donors to its heirs in present word because there is no existence for pure islamic rule where state or imam will collect the amount or wealth for zakath.

Zakath plays an important role in tackling poverty. The zakath collected is given to the responsible persons which the jurisprudence directed. Certain categories like fakir, miskin are mostly present in our surroundings and locality. Apart from these two categories Islam directs few more categories which are rare and not mostly present in a non islamic state. The collected amount will be given to the poor sections from muslims, thus their chronic condition of poverty will get a relief. In most of the areas the large amound they collect and give to its heirs they will gradually get rid out of their poverty and have a stable economic situatiion after wards.

So the practice of giving zakath will help to tackle poverty up to an extent.

SADAQA AND DONATIONS

Apart from the obligatory alms giving sadaqa and donation are another type of charity given to the different sections of society. Islam specifies special names to all those and have clear cut rules and regulation to do and perform. If a specific amount is given to a elite personality by family it is regarded as Hadya and if somebody gives to another in favour or love it is regarded as Sadaqa. The rich people constantly will offer hadyas and sadaqas to many people they come across. Apart from zakath they will select the poor people to give their donations and sadaqas.

Mostly in the spiritual months and celebratory occasions the rich people will include the poor people in their celebrations and will help them by giving aids or some thing economically meaningful. Besides selecting individuals the noble class among muslims will offer a huge donations to charity institutions, orphanages and destitute home in their settlement or towns. Most of the charity institutions and orphanages are philanthropic and are run by the donations recieved from different parts of society.

VOWS AND ENDOWMENTS

Islam encourages the followers to do vows and endowments if they are willing to do so. Vows are done in order to get something done or satisfied. The jurists had written in their manuals the way of doing vows and working towards the fulfilment of it. Similarly endowments are something which includes the donation of land or something which can be equalised by categorising it as a kind to take its benefit for a particular section mentioned in the will of donor. If a particular kind is endowed for islamic purpose its ownership will move to Allah and nobody has any right to have a transaction in it. But he can take or rent the benefit of it if he is a person who is liable for benefit. Similar laws are applicable to the endowments done not in the part of islamic institutions, say particular class of people. They are having a set of limited rules in having its benefit. In nutshell vows and endowments can help to reduce poverty if its done to the poor classes.

RELIEF AND CHARITY

Most of the time, especially during ramzan the local organisations and relief cells will conduct mass programmes for charity and relief. In this programmes they will select the poor classes of society. The aim of such functions are for the upliftment of the poor sections to the mainstream of society by pushing them economically and physically. In many areas we are able to hear the successful stories of poor came forward by the aid of charitable and relief cells.
