J&K Infrastructure Development Finance Corporation (JKIDFC) has been set up to complete projects that have been languishing for as long as  a decade.

Major Achievements in 1 year.

1. All Central Laws applied, major changes to State Laws.

2. Massive drive for good governance, Deliver Development – Large scale, big ticket anti-corruption action by ACB.

3. Domicile Certificate made basic eligibility condition for Government Recruitment.

  • All erstwhile PRC holders automatically eligible for Domicile Certificate.
  • Hitherto discriminated categories like West Pakistan Refugees, Gurkhas, Safai Karamcharies, Women married outside, also included.

4. Largest ever recruitment begins

  • 10,000 posts already advertised.
  • Special recruitment rules enacted.
  • Ongoing process.

5. Reservation Act/rules amended to include Paharis, IB residents, EWS

  • Income ceiling of Backward classe increased from Rs. 4.5 to 8 lakh

6. Lakhanpur toll  abolished – one nation one tax.

7. Land Registration Process moved from Courts to Executive.

  • 77 Sub-Registrars appointed.
  • e-stamping rules framed.

8. Power department unbundled.

  • 5 Corporations set up.
  • Focus on improved service and stable revenues.

9. Structural reforms carried out in Industries, Tourism, Finance and Police departments.

  • Inefficiencies cut

10. Universal Health Coverage – extension of Ayushman Bharat benefits to entire population.

11. J&K becomes 100% (ODF) Open defecation free.

12. Unique  Market Intervention Scheme for Apple introduced.

  • Helped stabilize the market.
  • Fitting response to militant threats.

13. Unique and unprecedented public outreach – 36 Union Ministers visited J&K in one week. 12 district, 60 locations covered, 100 public meetings held, 210 public projects inaugurated.

14. J&K Grievance Website integrated with CPGRAMS; made disabled friendly, new monitoring dashboard added.

15. To strengthen grievance redressal, Grievance Box placed in every Panchayat, regular system of interaction of district officers with Panchayat representatives institutionalized.

16. Newly constituted Panchayats strengthened – stabilized – funds, functions and functionaries devolved. Elected representatives given honorarium and formal position in the Warrant of Precedence.

17. Back to Village (B2V) – a unique participatory programme where every Gazetted officer spends 2 days and a night in the allotted Panchayat. Every single Panchayat visited. 20,000 development works identified directly by the people.

18. PMDP accelerated – Prime Minister’s Development Programme –– bottlenecks removed – expenditure increased from 27% to 49%; 17 projects completed or nearing completion.

19. Rambagh flyover in Srinagar opened pending for over 5 years completed and opened to traffic.

20. Work on Jammu – Akhnoor Road, Chenani-Sudhmahadev Road started and accelerated; 25% of Jammu Ring Road completed.

22. Hydro projects speeded up.

  • All contracts of 1000 MW Pakal Dul Project and 624 MW Kiru Project work started.

23. Massive push to transmission and distribution works in Power Sector.

  • 213 packages taken up for execution – 128 already completed.

24. Bottlenecks removed for 2 mega projects – Ujh and Shahpur Kandi which had been in limbo for over 5 decades; Shahpur Kandi work started.

25. Jhelum Flood Mitigation Prolect (Phase-I) completed. Carrying capacity of River Jehlum increased by 10000 cusecs. Phase-II to begin shortly. Will increase carrying capacity by an additional 15000 cusecs.

26. Light Rail Transit System (Metro) for Jammu and Srinagar finalized. DPR prepared for Rs. 10,599 crores.

27. Seven  new Medical Colleges operationalised/sanctioned. 1400 additional medical/paramedical seats added. 5 new nursing colleges and one State Cancer Institute approved.

28. School Health cards scheme launched. 8 lakh health cards issued for the first time.

29. Mid-Day meal scheme devolved to Panchayats; Rations delivered at home during COVID.

30. 50 new degree colleges started – largest addition in 70 years, 25000 new college seats added.

31. 1st ever of Khelo India Winter Games held at Gulmarg.

  • Focus on sports and Games continued through the year. Khelo India activities organized at Block level, UT funded sports activities at Panchayat level.

32. Kashmir Saffron awarded Geographic Indication (GI) tag.

33. Global Investment Summit being organized- 7 Road Shows organized; 168 MoUs for Rs 13600 crores signed; 6000 acres of Govt. land identified for industry.

34. Status of Progress in Individual beneficiary oriented schemes

100% achievement in the following schemes

  • SAUBHAGYA 3,57,405 beneficiaries covered.
  • PM Ujjwala Yojana (PMUY) 12,60,685 beneficiaries
  • UJALA 15,90,873 beneficiaries
  • Mission Indradhanush (Jammu) 1353 children and 381 pregnanat women vaccinated
  • Mission Indradhanush Aspirational Districts under GSA(Baramullah & Kupwara) 2259 children and 320 women vaccinated
  • Swachh Bharat Mission – J&K 100% ODF
  • Integrated Social Security  (State Scheme) 5,92,333 beneficiaries

  • Pension and scholarship benefits.
